Hi Pavel, sorry for the late answer.

What is the zeroCorrelationZoneConfig value in SIB2 in the eNodeB? You
should use a large value otherwise the cell is too small and the delay
introduced by the USRP (which is not compensated yet) makes the eNodeB to
detect an incorrect preamble ID.

To verify this is the problem, can you enable MAC debug in the UE
configuration and send the ENB log as well?
